Reporting to the Superintendent – Procedures & Controls, you are responsible for the strategic planning and tactical implementation of a multitude of activities associated with repair/replacement/rehabilitation projects in the Subway/SRT environment (including carhouse and yard facilities) stemming from the Commission’s Five-Year Capital Works Program and Operating Budget. The work involves unifying a comprehensive list of milestones, identifying and pre-empting time, location and resource conflicts in a tight track maintenance window, understanding project interdependencies with the competing needs of other TTC departments; prioritising and ensuring tasks are achieved in a safe, reliable and cost effective manner. 
 
You will be required to:
  • Optimise the “track maintenance window” by analysing the current resource constraints and the framework limitations from various acts/policies/regulations/procedures
  • Communicate effectively to all stakeholders and senior management the plausibility and applicability of the various project related tasks proposed
  • Formulate and implement several control techniques and performances such as critical path method, complex network analyses, and resource feasibility schedules
  • Write recommendations and/or alternative processes regarding achievable scope and determining further opportunities to expand the current the track maintenance window necessary to accommodate the Commission’s mandates
 
Responsible for treating passengers and/or employees with respect and dignity and ensuring the needs of passengers or employees with disabilities are accommodated and/or addressed (within their area of responsibility) in accordance with the Ontario Human Rights Code and Related Orders so that they can fully benefit from the TTC as a service-provider and an employer. Annual Salary Range: $79,861.60 to $99,845.20 (Level 10SA) (Under Review)
 
Skills/Knowledge/Experience
 
You require strong knowledge of project management/planning principles, track/tunnel/structure construction/rehabilitation methods, combined with knowledge of all relevant legislation and policies (e.g. Occupational Health & Safety Act, environmental compliances etc.) You must have hands on experience in the analysis of construction schedules involving multi-disciplines and complex projects plus a good understanding of the tactical construction restraints involved with subway tunnel projects. You must be fully conversant with MS-Suite software applications, and have particular expertise with MS Project scheduling software, database concepts, life cycle analysis concepts and maintenance engineering concepts. You must have the ability to manage and lead in a multifaceted role to achieve organizational objectives. You must possess sound judgement; strong analytical and interpersonal skills; well developed organizational and administrative skills; excellent verbal and written communication skills. These abilities would generally be acquired through a university degree in a relevant engineering discipline (or equivalent) combined with extensive and progressive project management work experience in the construction of heavy civil infrastructure. Knowledge of the Commission’s budgeting process and technical knowledge of the TTC’s subway track/tunnel network combined with knowledge of the trades associated with track/structure repair activities would be valued assets. You must have or rapidly acquire a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees. As the successful applicant, you may be required to attend and complete various in-house TTC training courses as defined by management for effective supervision, safety, environmental and other technical courses relating to areas of responsibility.
